Efforts to bring culture to grassroots level localities

ĐBP - With the goal of enhancing the spiritual and cultural life of the people and contributing to the implementation of the National Target Program for New-style Rural Development, the Điện Biên provincial Department of Culture, Sports, and Tourism has launched several practical activities to preserve and promote traditional cultural values, embedding culture deeply into the community’s life.

Since the beginning of the year, the provincial Department of Culture, Sports, and Tourism has organized two training sessions focused on improving knowledge and skills for cultural “core members” - those who play a key role in reviving and maintaining cultural movements in villages. Currently, the department is conducting two training courses, each with 40 participants. The participants include civil servants in culture and social affairs, representatives of women’s unions, youth unions, artisans, and members of prominent cultural teams from Chiềng Sinh, Quài Nưa, Quài Cang (Tuần Giáo district) and Lay Nưa commune (Mường Lay town). The goal is that 100% of trainees will be proficient in the skills and methods necessary to independently develop programs and organize cultural activities, folk games in their communities, thus spreading and enhancing the quality of local cultural movements.

Not only does the provincial Department of Culture, Sports, and Tourism enrich the cultural life at the grassroots level, but it also pays great attention to disseminating the Party and State’s policies to the people. Through skillful and flexible methods, policy information is seamlessly integrated into cultural and artistic activities, making it easier for the people to grasp and understand. Leading the way in this effort, the provincial Center for Culture and Cinema has actively implemented a variety of communication forms. The Center organized 20 direct communication sessions at the grassroots level, with a focus on remote areas such as Mường Chà, where 18 sessions took place. In particular, the center also held 112 mobile dissemination sessions on the streets and mobile film screenings to bring information directly to villages. Additionally, the center organized 19 mobile libraries to promote reading culture in the community. These mobile libraries have become a familiar highlight at major political events and national holidays, contributing to raising public knowledge and awareness of policies.

A clear example of this creative approach is the mobile dissemination program on administrative reforms and control of administrative procedures in Mường Chà district, organized by the center in mid-April. Instead of dry talks, the mobile dissemination team brought a refreshing breeze with performances praising the homeland, combined with messages about administrative reforms. The loudspeakers, humorous yet profound skits like “Change for professionalism, discipline…” truly reached the people, helping them better understand the positive changes the government is striving to bring. The program also incorporated dissemination to celebrate significant political events such as Party congresses at all levels and the 50th anniversary of the South’s liberation, thereby stimulating patriotism and encouraging hardworking and productive spirit to contribute to the economic, social development, and national security in the local area.

Phạm Thị Tuyết Mai, Deputy Director of the provincial Center for Culture and Cinema, said: “The ‘softening’ of policy communication through folk songs, funny skits, film screenings… is the shortest and most effective way to convey information to the people. When people receive it naturally, without being rigid, they will remember and understand more easily, and thus, they will be more willing to agree with and implement it. For the people in the highlands and remote areas, this is an effective way to bring about positive results.”

These activities highlight the constant efforts of the Culture, Sports, and Tourism sector in its mission of “bringing culture to the grassroots.” By combining the improvement of the local cultural workforce’s capacity with enhanced communication of important policies, the sector is gradually helping to build a rich, healthy spiritual and cultural life, laying the foundation for sustainable development, especially in the process of building New-style Rural areas.
